Alfred says it is necessary to reduce the power of Varka Silenos and Ketra Orc before you become a Lord of Goddard. Let's choose one and try to reduce their power.

The Soul of Fire Nastron has been defeated. Once the power of Ketra Orc becomes weak, Varka Silenos will begin to attack. Should this occur we will be unable to continue and need to reduce the power of Varka Silenos. Let's figure out how to reduce the power of Ketra Orc while sending a clan member to the Ketra Orc side and have that clan member to gain Wahkan's trust.

Take heed, my lord! Though Goddard suffers from frequent volcanic activity, its strategic worth cannot be denied. The residents of Goddard wish for a lord who will rule the territory justly and firmly. Are you prepared to do so?

The Varka Silenos and Ketra Orcs are the chief problem at the moment, but if their power could be reduced, I think we could contain them. Fortunately, they are fairly equally matched right now. But if one side becomes weaker, their fight could turn into an all-out war.

Congratulations on your ascension to the lordship! I am confident you will rule wisely and well.

Both the Ketra Orc shaman, Asefa, and the Varka Silenos shaman, Wusan Mardui, are a great strength to their people. We must reduce their power. However, you must choose which tribe to target first.
Carefully consider the repercussions our actions will have with the other Orcs...

Asefa, a Ketra Orc Shaman, and Wusan Mardui, a Varka Silenos Shaman, are a great source of strength to their respective tribes. We must reduce their power. But it will be meaningless to do so at the same time -- their attention will still be turned towards us. We must instead focus on them one at a time. Which one do you wish to deal with first?

We have begun recruiting like-minded agents from the Varka Silenos in order to to reduce Asefa's power. Once these trustworthy followers gain the confidence of the Varka Silenos, have them approach the Varka's messenger, Naran Ashanuk. Then we will be able to obtain good information.
(Fire Spirit Nastron can only be defeated through Part 2 Quest.)

I suggest that you send trustworthy followers to the Ketra Orcs to help stabilize them while we prepare to weaken the power of the Varka Silenos. Have your agents approach the Ketra messenger, Wahkan. Then leave the rest to them.
Remember that their credibility will be damaged if they also helped the Varka Silenos.
