The quest is open from level 48 to 58.

Step 1 – A lock of silver hair. Magister Dieter in Giran gives the quest; head to Devil's Isle. Kill Sairon, Sairon's Doll and Sairon's Puppet, collect Sairon's Silver Hair and bring the locks back to Magister Dieter.

Reward: Adena (60350) for handing in the quest plus Adena (2500) for every lock of hair.
